Lots of rumors flying around that McMahon will be announcing the return of the XFL in January.
It seems he has set up a separate company, funded by him, called Alpha Entertainment. Thing is, WWE revived the trademark for XFL last year, and this new Alpha Entertainment has applied to trademark "URFL" in September. Also in September, McMahon has another entity dubbed VKM Ventures applied to trademark "United Football League", "UFL", and "For the Love of Football."
Does seem like if McMahon gets back in the game, which is looking very likely, it will be under the XFL name again.
Timing is great. NFL attendance and ratings down. Lots of anger at the anthem BS, plus lots of other issues.
I hope he does it. I actually liked the XFL. Had nothing to do with McMahon, but I also liked the UFL a few years back. He just needs to not have it be so wrestling heavy if it does return, although WWE Network would provide a great platform to show these games on (obviously a traditional TV partner would be a necessity as well).
Something to keep an eye on.

The product is the way it is not because of a lack of funds though.
I hope it happens, in large part because it'd be nice if a new venture took up most of McMahon's time and he turned creative decisions of WWE over to Triple H. Let Vince run wild in his old age with his Alpha Entertainment ventures.
